The fact that Dumbledore let Harry populate with the Dursleys until he was of long time might have been done for a cause , but it ’s still pretty awful .
Dumbledore knew that Harry would be protected from Voldemort there , but this does n’t mean he needed to allow him suffer so much . He could have ill-use in to give him inter-group communication with the wizarding public or try harder to ascertain Harry Was n’t so mistreated .
